MILITARY CONSTRUCTION IN UKRAINE IN THE CONDITIONS OF CHANGING STRATEGIC PRIORITIES IN THE 2000’S.

The article examines the problems of military construction in Ukraine at the turn of the 2000s. It shows the dynamics and features of the implementation of state programs to reform the Armed Forces of Ukraine. The influence of domestic political factors on the implementation of programs for the development and reform of the Ukrainian army is shown. The phenomenon is pointed out by the increase in the number of state bodies that were connected with the national security sector and were called upon to improve the quality of the state's military organization in the event of a crisis situation. Attention is paid to inaccuracies in the legislation that negatively affected the solution of socio-economic problems of the Armed Forces of Ukraine. It is concluded that in the conditions of unstable domestic political situation the attempts of normative-legal provision of military construction in Ukraine at the turn of the 2000s all of them did not have the proper effect and did not significantly influence the strengthening of the state's defense capabilities.
